Portaal faced a recognisable but complex task: how do you translate a broad strategic framework towards 2026 into a concrete, supported annual plan? The ambitions were clear and the social urgency high, but the challenge lay in focus, ownership and coherence. Portaal wanted to steer more firmly on results, without losing energy or commitment. This called for an approach in which strategy was not just devised, but created together.
GroupMapping designed and supervised a strategy-in-motion process, made up of two intensive Annual Plan Days and targeted interim elaboration time. In cocreation, we brought together over 70 managers, advisers and specialists. By literally getting moving, exchanging perspectives and setting priorities together, the strategy was translated into concrete actions and milestones.
Preparation consisted of several design sessions with Portaal's core team, in which the programme was honed step by step. Feedback was incorporated immediately, keeping the process agile and in line with what the organisation needed.
The result was a jointly created annual plan that was widely supported. The strategy became tangible, ownership increased and teams knew exactly what they were responsible for. The energy and team strength created during the Annual Plan Days worked their way through the organisation.
Thus, the strategy became not a document but a movement. An approach that Portaal itself is adopting for 2026 and that also attracted attention outside the organisation. Creating together proved to be the key to focus, leadership and sustainable change.
